Reason for "too many connections" error

The official word I was given follows.

"Due to hard drive problems this morning, your mySQL database functions may have been malfunctioning for several hours."

The problem has been fixed and hopefully won't return.

I've spotted it a few times also myself so I filled out another trouble ticket with the hosting provider. I'm hoping they get it sorted out because if not I'm going to host these things on an old P100 with 16 megs of RAM that's been lying around doing nothing. It may take a few minutes to load a page but it surely won't give a "too many connections" error.
